There’s such a huge level of misconception around this topic and I don’t understand why.
First of all, firms are free to share whatever they like during background checks. There’s no legal restriction requiring them to only confirm start and end dates. They can tell anyone who asks anything they want, including if you got fired for low utilization.
However, most firms have a policy to only share start and end dates, sometimes title, and sometimes whether you are eligible for rehire, in order to limit their liability to defamation litigation. If you apply for a job, don’t get it, find out that you didn’t get it because of something that your last employer said, *and* they cannot prove what they said about you is true, you have a good shot of winning a case against them.
They absolutely can, if they like, share their reasons for firing you. Given that few employers are going to care about your utilization at your last firm, most don’t bother to ask and and most employers don’t bother to tell, but that doesn’t mean they can’t.

No they only confirm your start/end date
Does not show up. They look for things like getting fired over serious issues like sexual harassment, criminal records, etc. Google the stuff that shows up in background checks but layoff is not one.
OP, I was "laid-off/separated/fired/whatever for low utilization back in September and got a job 3 weeks later. Specially now with COVID, people understand that there's little work and companies let people go and if they ask, they ask why you want to join them. Just give them a boiler plate re ason (new opportunities). I was also laid-off after 9/11 from Boeing and got a job a couple of months later. Employers just look for dates of employment and anything serious (like crimes or being fired for cause). Other than that, they won't care, nor look into it.
