If your firm/client allows you to bill for travel time, and they don’t distinguish between travel hours & active working hours, just open your laptop during those 2 hrs of charging and be productive. Bill the whole trip

Bill for all of your travel time. If there was a wreck on the freeway that caused the trip to take longer than it normally would, you would still bill for that. I’m not sure why stopping to charge your car would be any different.
You get billed by the distance not by the time it took, assuming you did not get a rental.

The real question is why are you driving 10 hours when your total travel time flying (including trips to/from airports) would be far less?
I said that because if you drive a Tesla, intuition says you’re probably not in living in rural America or far from a city. Cities have airports. Furthest you’d be is an hour. 1 hour drive, 50 min wait to board and boarding, 1.15 hour flight, 1 hour drive to destination. That’s 4 hours and change. And my guess is the driving on both sides is less than an hour. I hate driving, so my entire response is biased anyway.
Anyways, I should’ve just answered your question with my opinion that considering ethics/best practices, you shouldn’t bill the 2 hours of charging time. Just my opinion.
Obviously you can bill on other matters while you sit there. The question is can you bill the client that you are traveling for for the extra time you are sitting there? Like can you sit there, do nothing, and bill for it? Or should you not be able to and have to bill for something else that is substantive?
No, I would not bill a client for sitting there and doing nothing, especially when there is something you can actually do. Work on something for that or another client.
Wouldn’t you normally take breaks in an ICE vehicle? With EV, it gets spread it out more, but I’ve found trip lengths to be comparable. But age is a factor. I could do an 8 hour drive without stopping in my early 20s, but now I wouldn’t go more than 2 hours without a stop to at least stretch my legs.
