For a strictly internal promotion, I would think there would be no more than three interviews. The first is to cull the herd to eliminate those who WANT the job but aren't qualified for it. The second is for the finalists who QUALIFY for the position. The third is the final decision interview, usually between 3-5 finalists. If there is more than three interviews it could indicate the administration is weighing whether the higher-paying position is really necessary or could be left vacant as a budget-cutting move.
