I imagine it's not just title & years of experience though? Somebody who contributes more to the agency is likely to earn more. Increasing team profitability, retaining talent/mitigating turnover, improving/innovating or streamlining internal processes - title doesn't mean as much as what you bring to the table ...Then again, some people just seem to merchandise themselves really well.
If the relationship with the powers that be is good, there's no harm in asking openly & directly.
To that end, saying you deserve more money because you work with someone that has the same role and makes more isn't a good plan of attack. You can also do some research on average salaries for your role inside and outside of your agency and if you're below that average, that makes a much better case. Bring that information and any other key successes of yours to the table next time you have an opportunity to negotiate pay.
You can't make the conversation about the amount of money you want. Make the conversation about your worth and tie it to money, "I am worth X amount." Your boss will never say "no you're not worth it" so they will have to justify the salary with other reasons.
Most agencies have a cap on the raise amount. If that person got hired at that higher amount, you would need a promotion and title change.
There are levels. I'm not going to give someone I just promoted the same amount as someone who has been at that level for a while. Also, how about a "thank you for the promotion!?"
