In-house, but even better if you already know somebody there. Most hiring managers prefer to talk to people who have a history and not some random .

Usually staffing agencies take a cut if you get hired! So direct contact is definitely preferred from the agency hiring manager’s POV
in house
Going direct is better, but does have its downsides. For example, I’ve had external recruiters contact me about roles and because I’ve spoken to the agency in question directly in the previous 12 months when there were no roles open, refuse to put me forward for the roles that are now open. So you have to keep contacting the in-house recruiter in case something opens up once you head down that road.
