Looking to transition into an HR leadership position. 17+ years experience in running a startup managing 50-100 people (15 years) and handled all facets of hiring, firing, compensation, negotiation, training and employee relations. What should I do in a scenario where I was hired (12+ years) with far less salary than(~20% less) than other members (4+ experience) in team and asked to take 80% of team's responsibilities. The hiring manager low balled me sensing that I am in dire need of that job and now I am stuck for 2 years now. The company is a big shot but I am literally getting paid less than what I used to make 10 years ago. Should I try to move within or look outside?

I’m in an AM200 firm, but our office is relatively small with historical only 1-2 junior associates at a time. Looking for fun ideas and traditions I can institute with summers and the other junior associates to increase moral and better connect with one another.
