I could be ok with my salary and title being inflated
No, that’s just an ancillary benefit. Typically they overinflate titles because many accounts are billed out on a rate card, so a title bump means the same hours worked translate to more money for the agency.
No, it really isn't.
My agency is the opposite situation. We’re very lean at the upper levels and have lots of worker bees. In my part of my agency there is not one CD or ACD. We have 1 GCD overseeing everyone in creative, with no one higher than my level or Sr AD on the art side.
As for the billing, our clients’ budgets make it impossible to do that. They just won’t pay for the higher titles. They literally once told us they didn’t want a CD on the account.

I see so many “supervisors” with 3-4 years experience and they supervise no one. Some become ACDs soon after. Just seems so arbitrary. I guess to justify a high salary
I’ve seen this too. I supervise 3 people but there are 2 Copy Sups at my agency that manage no one. I think that there are 2 reasons it happens- one, there is an ACd or CD above the Sup who manages the whole team below. I used to work on a team with 2 CW, a Sr CW, and a Copy Sup, and the CD above us managed everyone rather then only managing the Copy Sup and the Copy Sup managing the more junior writers. Two, the account only needs 1 writer but they want someone with more experience.
They have to give titles like that to poach talent from other places. They also have to deal with people who want to leave to industry.
I get paid my equivalent in pharma
At the really top levels (EVP or c-level) consumer pays way better than pharma. But the trade off is stability, which is a lot better in pharma.
