Do it. If your manager doesn’t know you, explain your background and that you might need a little more help on the fed side, but you’ll make up for the inexperience on the state side. No downside that early in your career.
I have been in State and Local almost my whole career. If you want to stay in public I’d tell you to give it more of a chance, but if you think you might like to go to industry go ahead and switch. There are so many more options at industry for someone with a more general background.
