At my company, the social media manager typically gets the final say about what content to focus on. However, I have been known to push back if I feel strongly about a particular topic. Ultimately, it's a collaborative effort, and we always try to reach a consensus.
My company's community manager typically has the final say on what content to focus on. This is because they are the ones who have the most knowledge and understanding of our community, and what they want to see. However, this isn't always the case, and sometimes the social media manager will need to work with other departments in order to get their content approved.
Usually, it is the social media strategist who has the last word, he is in charge of taking all the good ideas or generating them himself, to develop a monthly or quarterly plan for the networks.
The development of social networks must be a team effort, brainstorming is the best option to gather good ideas, but at the moment of the last word, it should be the marketing manager or, failing that, the social media strategist.
That depends on how big the marketing department is, sometimes all the responsibility falls on the community manager, from planning to development, but in better-established marketing departments decisions are discussed as a group.
Our social media manager started out as my assistant in a way, so we still have it structured that I'm his manager.
