Faced this weird behaviour from Optum recently. Gave interview for Data Scientist position. HR said feedback is positive. Asked for documents. It's been month now since I have shared the documents. I have no update on the offer. Today I called HR, she called me back saying the position is on hold due to recalibration in team, She has shared interview feedbacks to other teams and will get back to me in couple of days. I am clueless now. My last working day is approaching (In a month). Any Help??

Find a company that has a training program. Underwriting specifically doesn’t really have a license, so while you can always get a certificate in things, you’d be better off learning on the job.
Designations are great and show a commitment to the industry and role. I would say a bit of a blended approach may be the most beneficial. Possibly enroll in and or complete a CPCU course or 2 while seeking out underwriting trainee programs. This may help your resume stand out as other people applying for the trainee program may not have that feather in their cap. Your current experience with a course or two, either in progress or completed, will intrigue hiring managers as it demonstrates your commitment to making the transition. It’s not required but it can’t hurt.
I'd work on building a relationship with the underwriters in your org, maybe asking them what they think is actually worth the effort. Certs are okay to compensate for lack of experience, but they won't carry you as far as networking will.
I’d like to do that myself especially with my medical background
