The recruiter gets a cut of wherever you land on salary so always ask for more and it’s up to them to sell you at that price.
* the recruiter gets a fee from "selling" you, they do not get a cut of your salary. The hiring agency may have $100k budgeted for a role and decide to pay the $10k recruiter fee out of that budget, meaning there's $90k left for you (and if you asked for more they'd say that can't go higher). But it is not a matter of you agreeing to a $100k salary and then only getting paid $90k when you start the job cause the recruiter took 10% of your salary as their fee.
You don't have to add the recruiter fee into your salary negotiations.
Ask for the maximum. Also remember to ask about equity (ask for the maximum), and if a signing bonus is available
