Is optum global solutions a service based company i know it is captive of UHG but is the work done is similar to other service based companies like TCS, Infosys , Wipro etc..? And is there any concept on strict timings with check in and checkout time or is it flexible??

It depends on which practice, but I think frankly - no, it’s not good. I got 130k in a T2 city with 3 YOE. Practice was Customer Engagement.
Uhhmm that’s really low for 10 YOE. I’m at 190k with 7 which I feel is low. As well as compared what’s to what’s usually discussed around here

Wow. They’re lowballing you. I’m with Slalom, 5 years of industry experience, 2.5 years consulting experience in a LCOL city and make 140k. For nothing other than NYC cost of living, you should be getting paid more. Your experience should also warrant more as well.
Is 135k a raise for you compared to your current role? If so, are you in a niche or something that has prevented you from earning more?
