Lunch? Perfectly appropriate, unless there’s some context we’re missing—e.g., creepy comments. (Contrast this with drinks after work, which is likely inappropriate.) This sounds like a benign opportunity to get to know one another.
Female employees should have the same access to mentors/sponsors/firm leadership that their male counterparts enjoy.

WTF no. It is a nice gesture to get to know the people you work with.
Not inappropriate but one-on-one does seem weird. A few different people for a welcome lunch would be more typical, especially for an admin (where the mentorship angle isn’t really in play like it could be for a new subordinate attorney).
This is insane. I go to lunch with my female associates all the time. And male associates. Sometimes even together. Sometimes not. I’ve gone to lunch with my female assistant probably hundreds of times since she’s been with me since 2007. Are you Mike Pence?
It really depends. If she’s not working for him, what is the reason for taking her out to lunch? Are they friendly? It could be harmless and it could not, it really just depends on his intentions.
