Is it normal for directors to indirectly tell you to bill 45hrs to a client with no cap to get your utilization up and to increase their collections? There's probably 5hrs of actual work for me to do. First year in consulting, so I don't know if this is the norm. I've also had another scenario where the invoice was too low and was asked to add a few more hours to the bill

I went through a pretty rigorous interview process for a marketing project manager but ultimately wasn't given job. Though most of the feedback was positive, the other candidate had more direct experience with the job responsibilities (digital assets, social media, etc.) My job/company dabbles in digital but it's primarily traditional media. I'm the hiring mgr for designers in my org. I recently discovered pay band information given to me by the HR generalist I'm working with on hiring was outdated and updated bands had been released over the summer (prior to my hire date). The outdated information had led me to believe a prime candidate was out of range. Aside from incompetence, can anyone think of a reason why HR might have withheld information about the pay bands? I assume mgrs see the full monty when it comes to pay...right?
