It does not sound good but could you help us learn more the situation/circumstance that triggered the replacement. I’d be more worried about the client than the partner so additional context will help.
It will look bad to partner if you are the one selecting the resource for the project and they keep failing. That falls on you.
If it's an issue with your resource pool not having the right skills that is something to talk to resource management about before trying to bring in someone else.
Is it possible that your expectations for the resource role are to high? Are you expecting Manager ability from an associate who needs guidance?
In any event, the one who is going to be affected the most is the client. I would make sure they understand the reason you have decided to switch out as much as you have.

Sounds like this could be just as much the resources as it is the manager. If I’m a partner (who’s paying attention to stuff like this😒) I may want to know where the disconnect lies. If you’re doing the interviewing/replacing then you should know whether the skill match is there. Is it the client? The hours? The expectations vs reality? 3 resources is a lot.
It might look bad to the client. Are you not getting resources with the right skills or are you a micromanager who is mean to associates and rolls them off for not kissing your a**?
