Unfortunately your best bet is to have a competing offer and then try to get your firm to match it.
25% seems aggressive
Yeah market research helps, but it comes down to if they value you at your proposed salary. I came to my partners with market research from my own peers that were making the salary I was asking for and also research talking with recruiters and they didn’t agree with it so I left and got market rate. Unfortunately, majority of the time you make more by switching firms/jobs.

Yea I’m a current S3 and didn’t get a raise this year. I have manager friends who told me their starting salary and it’s be a 26% raise from my current salary. So not too aggressive.
I wonder how you know if you are high performer. You can’t see the results of other people reviews.

At EY this year it’s 7.5 for everyone getting a promotion. Pre-COVID 25% would have been high, but not unheard of. These days it’s anyone’s guess what promo raises will be.
It's all relative. Im at midsize and was a senior promo this past year. They offered 12% I requested 20% and got it. I came with market research, comparing $$ not %s at B4. I also did my DD by comparing my utilization to my peers and even those above me. Have never had a poor review either. Luckily I didn't need to get into detail as my OMP and direct partner were very understanding.
I got 55% raise
