Yes absolutely. And honestly, it won't hurt you to have a profile up. Nowadays opportunities are found through networking and online connections. It's your prerogative to have those discovery conversations and explore if the opportunities are worth it. No worthwhile job is going to just simply fall into your lap.
If you're looking for a particular opportunity, make your resume clear to represent that. You can write a quick summary of what you're looking for as well.

Personally I only use as a virtual directory and it’s helpful to see where past colleagues are now if you ever need inside connection etc.
“Big agencies “ don’t post jobs but smaller ones do and that’s also where bigger agency recruiters find talent also. As a jr you won’t see much coming from LinkedIn but as you get experience and bigger brands on your resume, you’ll probably see more value in it. I’ve gotten half my jobs from LinkedIn from recruiters reaching out and from people in my network tagging me on jobs. I wouldn’t give up on it so soon, you’re just starting out.
You’ll need all points of connection in this industry. Opportunities can be difficult to find at any level and you’ll need all the help you can get. Keep on it, keep it up to date, add A LOT of creative services people. Good luck!
Yes absolutely. The legitimacy of the recruiter outreach improves as you get more experienced. There’s still spam, but more of it is real job opportunities.

No doubt. LinkedIn (users) has (post) a lot of bogus fluff but the base usage is definitely utilized and important.
