As a former internal & external recruiter & HR Project Manager:
1) If HR says it’s non-negotiable, it’s likely, non-negotiable. There are plenty of times where it’s negotiable, and they will go through that process.
2) 20% pay range between employees in the same job, on the same team and the same department isn’t all that uncommon. There are a lot of factors that can go into how that happens - when I hired people I pulled the team they were joining, their resumes, their salary & compared the new hire to the existing team. I would place them where they aligned with their peers. That was essentially the only way to keep equity established. I was making 20% less than my peers who had a higher education and slightly more experience than I did. Fast forward 2 years and I’ve moved around and closed that gap significantly.
3) You can usually only try to negotiate after you’ve received a formal offer. No offer, no real need to negotiate.
4) You can try to negotiate when you’re going through an initial offer - you likely will never negotiate your current salary in your current role after you’ve been hired.
5) If you want to negotiate - you need to be willing to walk away. I’ve never rescinded an offer from a candidate who wanted to negotiate, but I have told plenty of them they should walk away - if the money isn’t going to cover you financially - don’t take the job - if it’s going to make living more difficult than your current job, don’t take this one.
6) HR has little to nothing to lose - they’re not going to waste their time lying to you - it’s not their checkbook and they’re not responsible for it - the department you’re interviewing for is.
If you feel like you’re getting stiffed by HR, you can let the hiring manager know in a polite email, that they offered you X, you asked for Y and due to them not meeting your expectations, that you cannot move forward in the process - thank them for their time and you move on.
