Yes, hiring slows down in Nov, Dec, Jan. In Q2, Q3 you can see a surge in hiring.

Yes - now.
To be clear - hiring doesn’t happen much in November and December. And there’s a bit of a “hangover” in January.
A lot of people end the fiscal year in March or June, so new budgets are unlocked in the new fiscal year for hiring. Plus you have a flood of graduates for lower level positions.
I’d say April to September as a whole is “peak hiring season” in general
