On an industry wide level, no. But on an agency-wide level, maybe. If all the creatives at an agency banded together, it would be an extremely bad look to let them all go.
What I think could work is a certification, like 3% or “cruelty free.” You turn the way creatives are being treated into a huge talking point in the press and then agencies get certified. They commit to 40 hours a wk, salary bands, etc. And then, similar to SAG, you protest or shame the clients of non-certified shops.

We need this now more than ever. I’m worried that the other holding companies will follow suit and there will be nowhere to go. We need to start making moves on unionizing but it’s hard to dedicate time to it when creatives are already burnt out and working at understaffed agencies

You need this, but honestly without a more er… vibrant disobedience, unions don’t have power. Much has been made of the power of labor but for the last few decades it’s relied on a supportive administration and legal protection. The old ways were actually the way changes got done, and the bosses felt the urgency to make a deal. Employers saw their staff gain power out of sight during Covid, and became enchanted with the idea of RTO and a compliant robot.
Strongly worded letters haven’t done a whole lot
Lots of ppl chatter about creating or joining a union, but very, very few ppl are willing to personally risk everything in order to make it happen. This is just one example of the process. It is interesting that there seems to be more passionate and activated baristas in a city like NYC willing to go up against a behemoth like Starbucks, but that same core geography for media and advertising can't muster up more than online chit chat about it. Perhaps that's because a service industry like that has clearer delineation between worker and Mgmt. build in, while advertising agencies still sell the myth that you can start at entry level and "have a career working your way up" to senior leadership.
