Just say that budgets on your account have been shrinking and tou don't see growth opportunities in a near future. I've been saying that, I haven't been hired yet so maybe i'm wrong.

Yeah it’s a tricky one as I don’t want it to sound like “MY AGENCY HAS NO MONEY”, but at the same time I don’t want them to think that it’s a reflection on my performance that I haven’t progressed yet
I think that’s an honest reason to leave. I had the same situation and that was the narrative I told.
