Actuals suck...why wouldn't you want per diem..
Actuals means you don't get that money back tho...use it or lose it. Hence making u feel like u need to eat more than you need to
You can only do actual if it is in excess of per diem if you are manager or above.
If new associates were told they could do actuals, you know very well that numerous idiots would eat at Morton's every night and claim they had the "right" to do it.
Depends on engagement/budget. The director I work with primarily does not give a shit as long as we're not complete dicks about it. Make sure you talk it over first.
I've done actuals with no issue before if it exceeds my per diem. Me and another SA have gone out for a few pricier meals and director had no issue with it. The expense audit people in Dallas never flagged me either. Client has stupid money, though

And personally I think it's stupid that it's applicable only for managers and above. It should be for everyone, with per diem you can get some cash hand if you want but have the option of going over if u want to.
My 0.02 it depends on the manager. The newbies gonna follow what their leads are doing. If you have the budget, then it's ok, if not you need to have a conversation around what's ok and acceptable. I just personally don't like different expense policies based on level given everyone is hopefully working hard towards the same goal.
I always remain within per diem limit except in circumstances. @spend smart
