Definitely in the UK - Blue Team Level 1 (BLT1) is pretty popular but everyone I know who has taken it already worked in a SOC so can’t say how entry-level it is. Probably CompTIA CySA+ is a good shout.
I don’t think scum master TOGAF ITIL will get you on a SOC team, actually that’s a completely different track. You need network, forensics, cloud, system admin stuff. GRC is still relevant if you can showcase you know the overall policies procedures frameworks and can implement them via documentation (like SOP, policies etc) but either way GRC is still helpful if what you specialized in is relevant to company
SANS have some good stuff, however pretty pricey so if you can get it funded via your company you’ll be in good hands
