Typically, these discussions are restrained to HRBPs not generalists. Unless, your organization does not have HRBPs or Consultants, then you should be sort of it.
Listen, this happened to me and guess what? I was part of the layoff. Don’t want to scare you but that was my reality.
Happened to me this way too. It sucked.
It sounds like the original poster is at a smaller company and was previously in these conversations.
Another sign is when there is a surprise CEO/president change followed by messaging that nothing is going to change…

That is super strange and unusual. You should definitely be involved in those conversations, and it’s odd that you are not. I would push back on that if I were you.
Layoffs is a delicate situation and usually handled by upper management. Be glad you are not part of the process, it is difficult and they less people involved in these decisions is better. Generalist are not usually privy to those conversations and decisions.

Yes, HR should absolutely be in those meetings. If the people function is not present, risks increase and compassion decreases. It is worrying that decisions are being made without the very team meant to support the process.
Starts with finance to decide and strategize, then bringing in HR to plan and execute.

Is there anyone else not being involved? Yes very strange indeed. I would prepare yourself for the worse but I hope that does not happen.
Unless you are part of the lay off. In my previous experience, I was the Compliance Officer and leadership brought me in instead of the HR Generalist (who is the manager, basically) because they were laying him off. And they needed me to sub in for those hard discussions with the individuals who are being laid off including my colleague. Then I had to take back all of the HR responsibilities.
