Is this a bad thing? Having an underperformer on the team makes life hell for everyone else. If someone is given a chance to improve and can’t/wont then why would we want to keep them on?

OW1: the main criticism against up or out is that nobody ever stays at any level to get good at it. The model helps keep the churn in the firm up to make it an attractive career that allows progression (in the absence of explosive growth: you have to make room at higher levels somehow). But it does mean that nobody really knows anything. Anyone that has done anything for 2 or more years either gets fired or promoted to a level where they don’t have time to apply their expertise.
