If the job you're applying for is far from where you live, I would agree on leaving it off. Employers would see that and worry that the distance would become an issue over time.
I used to include my full address, but now I just list my email and phone. For remote or out-of-state roles, geography can work against you. If the job doesn’t require local presence, I don’t see a downside to leaving it off, you just gotta get passed the first screening.
Take it off. All they need are email and phone, and perhaps LinkdIn profile link. Provide mailing address upon request. No one is mailing much these days
Besides, your resume should say the location of most recent experience

No. I would not. Because you want them to know where you are coming from. You could also mention in your cover letter that you are looking to relocate to that area providing you get employed with the company but, cannot make the move unless until you have concrete proof that you are definitely hired for the position in which you are applying and give a definite date and time when you would be able to start the position hired for in your cover letter, 1 or two weeks at the most.

oh one more thing. I might have confused you. I would keep my current city/state on my resume. I would not leave it off.
