My biggest advice is when looking online it's important to know that many dealerships are adding all kinds of unwanted packages and fees to vehicles. Before making a trip to a dealer I would insist on them telling you what other fees to expect on top of their price. Sometimes the dealerships with the lowest prices online are a mirage lol.
With places like CarMax you at least know what the price will actually be and there's some consistency. Unfortunately, the employees aren't paid well so they will probably push for you to buy the extended warranty.
From when I was in the market I found CarMax gave the best purchase price of my vehicle, so you can always sell your vehicle to them for the highest price and then purchase a vehicle elsewhere using that money as a down-payment.
For a budget of 17k, it will be hard to find a low mileage vehicle, so it is beneficial to stick with makes that are easier to service and have a reputation of lasting a long time. (Honda, Toyota, etc)

No, its not a great time to buy a car, as used prices are still high and will come down. Its also higher interest rates if you are financing. But, if you really need the car now, just do it.
I've purchased used cars from CarMax, and have had pleasant experiences with them all hassle free. They may be a little bit on the higher side, but you ahould get good service, transparency, and you won't get screwed.
Personally, I prefer to buy cars less than 60K miles, so try to get the lowest milage that gives you the best bang for your buck and within your budget.
You’ll probably have more negotiating power with buying between December into next year. Look up YAA on YouTube. They have a ton of great data on car buying in current times and great negotiation tips

Disagree. Not as clear cut as it used to be as most used cars are overpriced right now. Just don't pay over MSRP for new car. Suggestion is to expand the search area more than you would usually to find the best deal
It’s still a pretty lousy time to be buying a car. If you decide to but anyway, definitely but used.
Toyota, Honda, Subaru are consistently good choices in the used market.
CarMax is a good choice for used cars, generally speaking.
I have a Subaru that I bought certified preowned, and I’ve been extremely happy with it. They have extended warranties that are excellent. I personally would buy less than 60k miles.
I would recommend west Houston Subaru - Gilman Subaru is the absolute worst. Very sleazy sales people, and they try to cheap out on warranty stuff. I’ve had Gilman say “no” to warranty work and then west Houston Subaru did it, no questions asked.
