No way. If you move of your own accord and not because you were fired or pushed out, it needs to be a promotion and/or significantly more comp guaranteed. Anytime you move it’s a risk, and your title and comp need to be commensurate.
I moved without promo and was set back 3 yrs. in my career. My opinion - make sure the new move comes with the promo or only move after getting the promo in current job.

Made a similar move to FAANG from a T2 and contemplated meticulously. I might do it for FAANG where the brand equity counts for something, but wouldn't cash out PwC's brand and your potential promo there for nothing
Sometimes a lateral move is necessary to pivot from consulting at a “senior” level or after spending significant time in the industry to a new/different role. If you stay and get promotion/increased comp, you risk becoming too senior/too expensive for another company to take a gamble. In the end of the day it’s a personal decision. Comp will continue to grow (do you know at what rate?) and you will continue to have promotion opportunities in a new role.
Depends on your age aspirations and skill set. Typically not a big deal either way. The money is still not really big and differences post tax are minor

Only you can decide if a move is right for you and the way you do that is by evaluating WHY you are considering a move. If you're are miserable, it might make sense to take a lateral, but remember there are no guarantees another company will be better (unless the reason to jump is something within your control, like a better commute). If a delayed promotion is your only reason, it will be further delayed if you take a lateral. I agree with the others that I would wait out a promotion or only move for a promotion if that is your only goal since the base comp is actually lower in the new offer.
As for base vs bonus, always, always, always negotiate the best base you can possibly get since bonuses are usually not guaranteed.
