Yeah I would take that 130k offer. A secret clearance isn’t worth 15k-25k delta
But also be careful. Best way to keep a job and rise financially is to bring more value than you take.

Just say 125k or you’ll walk. If they say no, it’s still a no, if they say then yay you have a decision to make.
Which company is offering 130k? Like at some companies, 15k isn’t a lot to make up, but I can tell you, it’s a lot at booz especially with no bonus until senior associate. Secret clearance really don’t give you value like that. Go with the other company

Public trust sounds like health account where the rates can be pretty low. They probably can’t afford to pay more than they countered. Otherwise people generally don’t play hardball. You could come back and say $115k + $10k bonus. The bonus doesn’t affect bill rate but we are at the end of the fiscal year so they may not have bonus budget left.
I asked for 70k and got 65k with a 5k bonus. Try to be strong on your stance, if you’re willing to even do $120k see if they can give you a bonus for that? Or try to argue your Cost of living is too high (wherever you’re at)
I have heard that BAH tries to quickly get to a best and final number to keep it efficient. Depends on the contract, but it seems like with the pace of hiring and departures that they look for good/affordable picks for most spots vs. holding out for perfect/more expensive fits.

BAH doesn’t offer bonuses for Associate level. It starts at Lead Associate unfortunately. I think I’d go with the BAH option, ask for another counter and see if they give it. If not, you can take the job and ask for a Market Salary Adjustment (MSA) and get a potential 5-15% raise in 6 months to a year. You will have a good work life balance to top it all.
Not to mention a clearance. Clearance = money in the long run. Chasing 15k plus relocating is silly unless that what you want.
Bonuses do not start at Lead Associate level unless you are in the commercial acct or a unique cyber position.
Makes you wonder why the larger offer is trying to persuade you with so much more money…may want to look into their turnover/reviews.

OP - $115K for a software engineer at the Associate level is low for Booz Allen (even in an MCOL city). The WFH shouldn't really matter. The contract and team alignment matter more than it being WFH. All that to say, you're not being greedy! I'm not sure where you're located, but at that level and with your skills (assuming this is a technical position if you're a software engineer), you should be making at least $130K. And depending on your location and other variables, that might be a little low.
