Technically you can just expense $60 with your Amex. They don’t require your statement unless you get audited. The question becomes how likely do they select you for an audit when everyone basically expense the same amount.
The real question here is not technicality but ethics
Yes. I'm on a family plan and submit the bill each month showing the monthly charge per line, and circle two different lines each time. Never had an issue.
OP, technically you can have a family plan with more than one line and still be eligible for the $60/month. Even if the bill exceeds that amount, the expense reimbursement team knows to cap you at $60. With a family plan, if the bill had your name on it, you’re fine. If not, just highlight your number and the cost for your line and run that amount through. (Source: I was with EY up until last year and had no issues with doing this)
What is your business justification for having 2 work phones? Or, are you feeling festive and would like to offer your friends and family EY expense account?
You can always come to PwC where our full phone bill is covered the day you start as a first year! Haven’t paid a phone bill my entire life because of it 👏🏼
But in all seriousness from when I was an intern and in talking to my brother who works for EY I don’t think you’d get away with that.

I doubt it unless you plan to say you’re using both for work, which I think they’d question. I just think it would cause more red flags to get your expense claims audited
Not likely

I think there are differences between what the actual EY phone expense policy is and what people generally have been able to get away with expensing
When I started 5+ years ago, I was told that we are able to expense up to $60 of our monthly service portion (doesn’t include phone cost) based on what percentage is used for work versus personal usage. For example, if your service is $60 per month and you use 50% of your phone for work purposes (which is a probably a stretch for most people nowadays since most WFH and maybe use our phones for checking work emails, even we even do that), we can expense $30 for our phone. It’s a similar concept to expensing meals. Just because you are allowed up to $25 for dinner doesn’t mean you should expense $24.99 if you only spent $15 or didn’t spend any money and decided to expense $24.99. I just think everyone expenses $60 for their phone bill lol. I think the chances of getting audited are pretty low, but I wouldn’t try to run through multiple phone numbers.
