No guarantee that P2 is happening. “Likely to start in October” is PPMD speak for “there’s a 50% chance this ever happens”

When do you roll off
Take P1 for now esp to keep your utilization up. For all you know, P2 might start up only in December and that would work out perfectly for you.

P2, Unless your utilization or review situation is so bad that you might get laid off if you miss a month or two of billing. In that case, P1.
D4 is right. Additionally, at the moment being on the bench given the current climate is unwise. I’ve had SMs and PMDs say “we’re hopeful to start by x date” only to have negotiations drag on another couple of months.
OP- it sounds like you know that taking P1 is the safe bet, but you really don’t want to.
Just be utilized. Fuck interest for a bit.
Vibes are overrated too :) talk openly for ten minutes about working styles. Look at the proposal deck and see the style used. Ask them what they value. Be open. They will also either say yes or no after hearing you out
Another perspective - if it's a very busy project and you do decent work your snapshot might be good too
Whereas if it's a chill project you might need to go above and beyond to get a good snapshot
