OP what do you mean by ‘labor inflexibility’ and ‘institutional stagnation’?
That is true. It indeed is harder to fire people. And regulations, don’t really impact the ‘working culture’.
From my experience and from the people I know, the US and Australia are still the best countries in the world to work.

You’re going to get trade offs. I worked for my firm in Australia for a year and while the work life balance was much better the pay was about 20% less than we are used to in the US. Given cost of living in Aus that is a significant difference in purchasing power.
