He's probably toxic in other areas too! Not just regarding PTO
We actually just started a new perk for our employees that gives them their Birthday off every year so they don't have to use their PTO for it (if birthday on a weekend it falls on Friday before or Monday after).
I cannot imagine being that bent out of shape about how people use the time they earn.
Also - encourage your employees to stop putting the reason on their requests!

My old boss gave me a hard time to take 1 day for my Aunts funeral. He said " she won't know if you go she's dead". Image working at that place!!!
Ohhh dying to know if this is the same ceo I worked for who said out loud he doesn’t believe in having an HR department! He truly was so micromanagy like Mr ceo , don’t you have other things to think about than someone taking their bday off?!
Employees do not need to give a reason for taking PTO.
There are companies that give employees a paid holiday for their birthday.

As long as they're taking the day out of their PTO and not taking it unreported, why should he care about the reason?
WHY do your employees indicate the reason for PTO requests? Isn't that too childish for words??

That seems like an odd battle to pick. If someone is using their leave entitlement appropriately, I do not think the reason should matter very much.
