This happened to my buddy and not me but it’s been bothering me: Our manager promised him a promotion and a salary bump back in March and claimed it would hit “early May” and obviously my friend was excited. but they just had a meeting yesterday where my manager claimed that he no longer feels my buddy is ready and is taking away the pay and promotion. When my buddy asked further questions my manager admitted that actually our holding company said no. Is my manager acting in an ethical manner?

Nobody who works in a holding company should ever be “promising” someone a promotion. A promotion is not promised until you are holding a letter from your company that says “congratulations on your promotion to [new title] and [new salary].” Anything that happens prior to that is a recommendation at best, a momentary shared hope at worst. Sorry your friend didn’t realize that but yeah your manager also sounds like a weenie.

*Especially* in a period where there is so much uncertainty and all the political favors and sway in the world might mean nothing to a holding co, no manager should ever be UTTERING THE WORD promotion much less promising it.

If the holding company said no, wouldn't the manager have led with that? They could absolve themselves of any blame for the decision. So that part seems like a lie, especially after saying straight up to them that they're not ready.

As much as we’d like to think all managers act in a perfectly coordinated, put-together, buttoned-up, everything-well-thought-out way, we don’t - and as a director too, I imagine you’ve experienced this too. I personally don’t like to promise promotions ever unless I’ve put it in and gotten sign-off that it’s happening. But I’ve had bosses who promised me promotions that didn’t happen, and even asked me to let people know they were going to get promoted and I held back because I didn’t want to promise something that might not happen. Doesn’t mean it was unethical - it might have been the manager’s honest intention and then something happened. Whether the holding company or not. But it’s not a promotion until you’re actually promoted.
