Fidgets should be a general Ed accommodation for the entire school body. Most kids who do not need them will never use them or will use them inappropriately. Kids who need them need them and benefit from using them. It’s all about teaching how and when to use them. If they’re used inappropriately they’re gone!
They can definitely be a great accommodation. Just make sure the student is taught how to appropriately use them so it doesn't become a distraction to them or others. I personally prefer fidgets that can't easily be thrown or roll (like stress balls). I have used velcro strips under seats and desks as well as chair bands for feet, but there's many great ones out there!

Firm believer in the use of fidgets. One of my ASD students does his best work when he plays with his sock. Built a fidget spinner board for my room. My ASD students love and and I am amazed at how many Gen Ed students ask to see it ( and play with it) and also how many adults who enter my room have to try it out.

I give them out as prizes for speech but I tell my students not to get them out of their backpacks when they get back to class.
