Currently contracting for PwC through an LLC I set up. Can I run certifications costs for my PMP as a business expense?

Desperately want to get into healthcare strategy consulting. 13 years of healthcare clinical experience including project work. MBA. But keep getting told by recruiters that I don't have enough experience to be a Consultant or Manager but that I have too much experience to enter in every level such as a Senior Associate. Just one rejection after another, even when applying with internal referrals from Director or Partner levels. What am I doing wrong?
