$14 an hour is very low, even with commission. I would definitely try to negotiate that. You could make more than that working at target. Because commission is not always guaranteed its better to have a high base rate.
Is $28 what the top earners make? Can they give you an average? I would be interested to know if most people make 20+ and if you were consistently making only $21 would you be okay with that? Unfortunately for retail sales, I think that that's pretty standard and maybe even above standard. Most retail employees are lucky to make $15/hr with no commission so I think it's just the nature of the retail industry
