Most usually wouldn’t, no. But that’s definitely not the 1st time I’ve heard of that happening.

Sure, they’re allowed to do that. What are people going to do, report them to HR?
There was a situation where I negotiated my promotion terms to include a change in hours I work a week since their budget was limited and could only provide me less than 1% increase. After the contract was signed on both sides, they determined that they didn’t want to stand by their agreement anymore and tried to bully me to accept a lower salary than my already underpaid one since I changed hours. Since it was already signed there was nothing they could do so I stood firm and nothing happened, but I think of that as a clear example of HR not being our friend.
As a wise person once told me, it’s not illegal to be a jerk. So long as it doesn’t fall under a protected class, anything goes.
I can’t say this was the worst experience, but some years ago when I was just starting out, HR told me I should wear lipstick.

So a person snuck into our office (he followed someone else who badged in) and then stole this woman’s purse. A week later that woman was getting ready to leave for the day and packed up and then ran to the bathroom. Head of HR saw her purse and proceeded to pretend to steal it. The woman flipped out started sobbing and was so distraught for about 10 minutes, like full on panic attack that she had been robbed at work again. HR laughed and gave her the purse and told her it was her fault for leaving it out again. Woman just stood there crying.l and HR walked away pleased by their “lesson.”
