Moving to a new city is all about giving yourself opportunities to meet and interact with people even if they won’t end up being your new circle of friends. Instead of sitting on the couch, you could sit on a park bench and interact with others. You can go into the office for work to meet your coworkers. You can attend events put on my various groups or by the city. Go out with the intention of being around people. That will open up many doors for meeting friends who will invite you to other events etc. Just put yourself out there

You could join a music class and learn to play a new instrument.
Gym, clean, catch up on sleep, go out to eat, errands, or visit family. I manage to go out once every few weeks when my friends and I are all free but that’s rare
I live in Europe so it might be different but I've met alot of people through meetup or expat communities (websites and Facebook groups). Finding a community of people who have also moved is a great way of meeting people who want to explore the city. If this doesn't exist, I suggest finding something fun to do (cultural event, party, live music, adventure, outdoors activities, etc.) and talk loudly around friends and work about wanting to go (and or posting on a Facebook group) as you'd be surprised how many people are in the same boat as you! Meeting friends of coworkers or strangers in a gym class is a good way just to expand your network!
