Best practice I would say is to step 1) get your affairs in order. Make sure the job offer at your new place is rock solid and locked down before you say anything to anyone, even your closest coworker friend.
2) save / send any trainings and CPE credits under your belt, because you will quickly lose access to these capabilities as soon as you give notice. Your computer goes into lockdown mode and you’re severely limited in what you can do.
3) give a heads up to your manager, “hey so and so, just wanted to let you know, I’ve accepted another role. I’ll be starting the off boarding process with HR to ensure a warm handoff. Giving you a heads up first, however will be sending a quick note to HR shortly”
4) immediately pull the trigger on whatever HR correspondence there is, be ready to hit send / submit on whatever automated processes there are at your firm so your manager can’t do something like insert a last minute poor performance review, or anything to spite you / retaliate against you. Have a pre-drafted note to HR ready to go that you’re starting the off boarding process, that this note constitutes your 2 week notice, and that you want to ensure a warm handoff. Ask the HR person to advise on necessary next steps, and CC your manager on the note to HR.
5) keep doing your day job until you’re informed otherwise. Close out any projects that you’re working on, save your files to the shared drive. Don’t burn any bridges in your last few days.
You are not required to inform your current employer of where you are going. The exit interview is also optional. Don’t say or do anything that would put your new role in jeopardy.
Part of #2) Lookup any leftover benefits balances, such as FSA or transit, and be prepared to spend in bulk very quickly if you need to. Look up how to access benefits, payroll and retirement accounts if any are associated with work email addresses, and feel free to take screenshots of your payroll, PTO, HSA balances.
Also take screenshots of performance evaluations for your own records.
And jot down names of colleagues you'd like to keep in touch with, if not already via LinkedIn.
Return the laptop, keep the charger 😈
Guilty here.

Get as much as you can out of your last few days. Nothing illegal of course.
Throw up the deuces and then walk out.

Stand up, walk out.
Was a happy day when I just got a new job and could quit EY. They tried to talk me into staying but I just said NO. I was not afraid to tell HR why I was happy to be leaving
