There is no “best way,” since everyone is different. However, one of the more common things I saw when researching how to study for it was that you need to read the CISA review manual at least once. Be warned though, it is a dry read
After reading I practiced the database of CISA questions put together by ISACA, as well as some unofficial ones and I think those helped a lot
The best advice I can give (as someone who took it twice) is yes read the manual once (especially things you don’t work on/know definitions of) but mainly do practice questions over and over. You’ll know you’re ready when the correct answer starts jumping out at you (not because you’ve see it before, but because your brain starts to identify patterns and learning what the ISACA answer would be, and not what the logical answer would be). Once i figured that out my score jumped by 60 points and I actually passed. Good luck!
