To me its the same but I could be corrected.
Generally a band or a range is very wide. Negotiating above that will put you at a different level so I would say no, unless they bring you at a higher level.
Pro
Salary band and range are the same thing. You can try to negotiate above the top of the range but it will be more difficult for them to make that happen (if at all).
Pro
Even if you can negotiate above the salary band or range, you’ll be “calibrated” back into the range with smaller raises.
If it’s in a state/city with required salary band disclosure, it would require the entity to revise the bands. Getting hire above the top end of the salary band is likely difficult. As others have said you probably need to come in at a different level instead.

They're similar but a band is typically larger than a range and might incorporate multiple ranges.
For example, the range for a SC level position might be $125-175k. A band might cover the SC and M levels and cover $125-250k.
On the other hand, they could mean the same thing and just be used interchangeably. What's the context?
Managers and HR look at compa-ratio. Most companies aim to have everyone below 1.
It’s how you compare to the salary range! You can Google a calculator to find yours out. My company shares compa ratio during annual review.
