Step 1 should be outreach to people you know + alums from your same schools, companies etc.! Ask them about their career journeys and day to days, then ask if there are any roles at their companies you could be a good fit for. Step 2 is reach out to recruiters that are reputable in your industry. Do not apply cold esp for popular roles- your application will be stuck in a pile somewhere. for reference I have a v specific skill set and even then my hit rate of R1 interview is ~50% via network / recruiters and <3% cold — pretty much in line w what I’ve been hearing too

Have you tried to reach out to your network for referrals? Or tried to in mail recruiters directly ?
Yes and yes. Unfortunately no dice. Had my resume professional reviewed and paid for LinkedIn premium
First question, are you're expectations realistic when searching for a new role and talking with recruiters?
If so, then great! If not, find the person that is going to tell you that and actually listen to why.
Finding a job is a job, you have to be prepared to put in some work for what you want. In addition to chatting with 3rd party recruiters, reach out directly to recruiters or talent specialists at the organizations where you're interested in working. Ask for 5 minutes to learn more about the team or role. If they say no, move to the next. If recruiters aren't answering you then move to the sales team because they're always open for a convo and can easily refer you. If it's a consulting role, connect with a peer and ask for a quick convo.
At the end of the day, you want to position yourself to be top of mind when someone is looking at candidates for the role. Get there however you can, but applying and hoping is not a good strategy.
