Most agencies have at least a few cleared lawyers for the occasional issue that requires it but it really depends on the agency. Places like Ed, interior, hhs, HUD, sec, fdic, and commerce won't have a lot, places like DHS, energy and nasa will have a lot more but not exclusively cleared lawyers.
There is also the suitability issue though, even if places don't have clearances they do have suitability checks which depending on the agency can be just making sure you aren't an active drug user running an off the books casino to basically the equivalent of a secret clearance level of investigation
The postings on usajobs will tell you what clearance level is required for the position. Just go to usajobs.gov and type in 0905 into the search box, then look for the required security clearance level and you’ll be able to get a pretty good idea what the various agencies are requiring. I will say from my time in gov tho that debt is one of the first things they’ll look at
Fwiw, I've been in positions where the classification changed, but it was always a volunteer-based thing, like you'd get a client office that would agree pay for an 0905 fte to get a lawyer with a clearance, or just offer to sponsor and pay for the clearance of a few 0905s that they liked, so you could just decline and they'd ask the next person or find a jag to hire.
