Are you being proactive and approaching them when you have more bandwitch and bugging them to ask what more you can do or if they have anything for you?
Maybe the manager doesn't have time to teach... or can't think of consistent duties they could pass of. If that's the case maybe you can just shadow them a bit here and there when you have free time.
OR ... you could ask them if there's any other managers that act as a mentor from time to time... maybe the direct manager-employee relationship is just not funtional in terms of teaching... bc there's information, as a manager, that they would not be able to share with you due to it involving fellow employees and that might inhibit the abilitly to delegate tasks or allow for teaching opportunities. Maybe if there's another manager out there in the company that mentors and teaches you could take a "day off" and shadow them to learn. I got lucky when I was early on and was able to finnagle this situation, which I think helped a little.
You could also audit some online courses in areas you're wanting to grow... get some Google certificates to help you stand out. Find ways to be a leader in your current role.

I have been very proactive and am at the point where I don’t want to annoy anyone. Many of the managers that work in my organization are very busy and overworked so it’s common that most don’t have time. Also I did find out that my boss is unsure what she can delegate or share with me.. also I am signed up with google- Coursera for project management and data analytics certificate programs. Maybe I could get PMP certified once obtained and will help me to further my career.
Your manager needs to do more to support your professional development. Suggest for them to reach out to the other managers in the dept to ask if they could use your help on any projects they may have. This is what I did and it worked out well for me! Not only did I get to learn more about other teams and their specialty but I also got to know more people :)
Yeah I thinks she’s trying but not trying hard enough. I will suggest to her to introduce me to other managers she knows that may have more time because she is always so busy and when we do meet it kind of seems rushed. Also things I could be helping out with there are already people working on those projects and what I get from her explanation is that those individuals owns those projects - meaning they are selfish with it for the lack of a better word and don’t want others to help them.
