I was in the final stages of an interview with Microsoft two weeks ago, in partner marketing. Then the recruiter told me they were putting the hiring process on hold to assess the need for the role. Well, then we heard about Microsoft layoffs last week. Seems like most were in Xbox and Project Alpha but there’s not a lot of information out there. Should I hold out any hope that I’m going to get this job? Any insights on how much these layoffs have impacted the marketing org and/or new hiring?

I don’t condone ghosting at all and you will probably hear from them even if it is the canned email rejection. However, there are so many factors that go into this. Recruiters do not make the hiring decisions, but are often left with the cleanup of hiring managers dragging their feet or suddenly receiving an employee referral that has to be prioritized over external candidates even when the deal was done for all intents and purposes. Also, in this economy, I’ve seen requisitions get put on hold mid interview process. Another thing is where there are several interviewers, sometimes it takes a while to come to a consensus. You could be an amazing candidate with the perfect qualifications but somebody misread something you said or didn’t like your tone and can’t get past it. Unfortunately, you’ll never know week they went mute unless you have someone on the inside giving you intel.

Great response not many people recognize that recruiters don't make hiring decisions. Plus you given a lot of examples as to why their may be a delay.

That silence says more about their culture than any interview question could. If someone invites you to follow up and then ignores you, that lack of respect would only get louder after you join. You made the right call walking away.

It’s awful how many people can say this is the normal than just receiving a polite message.
It just sounds like that was a “nice” thing to say. But keep in mind they might have an overload of candidates and no help managing through it. I wouldn’t take it personally.
