Why would a firm schedule a call to convey a rejection? It sounds awkward and invites questions that I’d assume no one wants to answer. I’d expect a rejection to come via email.

They’re not wasting their time on a courtesy if they already decided to pass on you unless maybe you have some relation to a major client or something.

Offer came from HR at my current firm, partner at my prior firm. I don’t think there’s any rhyme or reason other than firm practice

No rhyme or reason to this, so don't psych yourself out. Every time I've lateraled, it has been the practice manager or someone else in recruiting that communicated the offer.
