You typically submit feedback directly after the interview (both qualitative and quantitative). Then, a small group usually decides on the next step. That group usually includes at least the hiring partner and a recruiting director.

P1 - Nailed it. I would also say: If you don’t get an offer, it will make a favorable impression and help you learn if you say, “Can you give me feedback on why I didn’t receive an offer? i.e., what I can do better in the future?” It won’t change the offer / no offer decision, but you could get some helpful feedback (and make an impression that sticks). It’s a small world and you may interview with these people / firm again. I have been rejected by a number of firms at one point in my career and had them chasing to hire me at another point, so this isn’t wasted effort.
