Generally there is a pay band in which the offer has to land for a level. Some of the non salary things can be influenced by the person who you'd be working for. So I can pick your salary and then recommend a signing bonus, relocation, tuition assistance, etc. to HR.
HR sets the pay bands for each level and location. The recruiter will go to to HR and ask for x salary, and HR will say yes or no (and give a different number). There is flexibility to go outside of those bands with approval from national HR depending on the circumstances. Sign on bonuses are generally factored in at the regional office budget, so the office hiring partner will have flexibility to offer more for a signing bonus.
