why do recruiters reach, set an interview date and time and then ghost? It's so unprofessional

What are the chances of Amazon (or FAANG in general) allowing you to apply/interview again for a position that you did not get in the past?

What's the review process for firms. I have people getting rejected but I haven't heard anything. Is it interviews, offers, rejections? Or is it review/ interview and rejections then offers.

It would be similar work, but I could negotiate a significant salary boost which would help my family reach financial goals faster. I like everything about my firm, but the pay is on the low side. I've never interviewed when I wasn't eager to leave my current job, and I'm uncertain how to discuss that with the recruiter & interviewer. I want to leverage it, but don't want to sound greedy.
